Machining 90-degrees steps like the upper picture on cylindrical turned parts such as shafts, rollers and pistons need extra cutting tool to produce this shape which increase machining cycle time as well as machine setup time.
Changing to the angled step like the bottom picture can be produced with single tool which reduces machining costs.
